Dr. Mokbul Ali Laskar is working as Assistant Regional Director in IGNOU from April 2006. He worked at IGNOU Regional Centre Kohima (from 2006 to 2009), IGNOU Hq at RSD (from 2009 to 2014), IGNOU Regional Centre Delhi-2 Rajghat (from 2014 to 2017) and is currently working in IGNOU Regional Centre Noida (2017 onwards). He worked as Regional Director (I/C) from time to time, including as Regional Director (I/C) for IGNOU Regional Centre Srinagar (from April to October 2018). Dr. Laskar is a Post Doctoral Fellow of Indian Council of Social Science Research (ICSSR), which he completed in 2014 under the auspices of the Centre for Comparative Politics & Political Theory, JNU. He did his PhD (Federal Studies) under the UGC Special Centre, Centre for Federal Studies, Jamia Hamdard. Dr. Laskar did MA in Politics (with specialisation in International Relations) from JNU. In addition, he holds Associateship in Information Science Degree (which is a 2 years’ advance level Masters Degree) of the National Institute of Science Communication and Information Resources, CSIR. His other academic qualifications are: UGC-NET (2003), PG Diploma in Human Rights & International Humanitarian and Refugee Law (2000) from Indian Society of International Law, PG Diploma in Distance Education (2007) from IGNOU, and B.Sc. (Physics with 1^st Class) from Gauhati University. He was awarded National Scholarship for excellence in Class X examination, Dipen Bora Memorial Award 1992 for securing highest marks in 10 + 2 (Science) from Nowgong College, Certificate of Honour from Nehru Youth Circle for Outstanding performance in Class X. He was selected for M. Phil (Applied Economics) Fellowship of Centre for Development Studies, which he could not join due to personal reasons.

Before joining IGNOU, Dr. Laskar worked as Consultant for Parliamentary Research Service- India (PRS India), Research Fellow at National Foundation for Communal Harmony, Ministry of Home Affairs, Government of India, Project Fellow at NCERT, etc.
